Is this a picture of a Yorkshire Ghost?

It's an unintended long exposure coupled with a flash (which freezes the action). It is quite common these days because certain programmes on digital cameras allow this unlikely combination (eg 'night mode'). The wispy effect comes from light sources out of the frame that the camera pointed at while the shutter was still open. The photographer would have seen the flash and thought the exposure was done and probably lowered the camera, producing the observed effect.

If you read it properly, the report in the Yorkshire Evening Post says that the photo was taken with a Camera Phone not a digital Camera with Flash capabilities.

Camera phones are just low-grade digital camera with flash capabilities!

Not sure if it's a ghost or not, but it certainly is strange, looks like small person wearing a crown. Where about was it taken? What kind of building was it taken in?
